The Neonatal Intensive Care Unit at Naval Medical Center Portsmouth is a 24 bed Level III NICU with the latest technologies and capabilities, including high-frequency ventilation and nitric oxide therapy. The unit also houses a 6-bed Observation Nursery for newborns requiring additional support during their transition to the outside world. Medical services are provided 24/7 by nursing staff, neonatologists, pediatric residents, and nurse practitioners who are committed to providing the highest quality care for babies and their families.

A 2000 graduate of The Robert Larner, M.D. College of Medicine at The University of Vermont, Dr. Allard went on to complete his residency and fellowship in obstetrics and gynecology at the National Capital Consortium. 

A Fellow of the American College of Obstetrics and Gynecology (FACOG), the doctor is board-certified in obstetrics and gynecology & gynecologic oncology by the American Board of Obstetrics and Gynecology (ABOG). The ABOG is a non-profit organization that provides board certification for practicing obstetricians and gynecologists in the United States and Canada. 

Gynecologic oncology is a specialized field of medicine that focuses on cancers of the female reproductive system, including ovarian cancer, uterine cancer, vaginal cancer, cervical cancer, and vulvar cancer. As specialists, gynecologic oncologists have extensive training in the diagnosis and treatment of these cancers.

Alongside his clinical role, Dr. Allard has been serving as an Associate Professor at the Uniformed Services University of the Health Sciences in Bethesda, Maryland since October of 2014. He has also been serving as a committee member of the Boy Scouts of America, Troop 259 since January of 2016.
